Is speed in sports directly proportional to force?

If a baseball pitcher throws a ball, or a boxer throws a punch, I would imagine that the force of that ball or fist is directly proportional to it's speed. But what I'm wondering is, is the speed of that object (ball or fist) directly proportional to the force applied by the athlete. In other words, in baseball does a faster release always guarantee a faster pitch?
