Is small dog in big dog area at dog park fair game?

When i take my dog to the dog park there are always little dogs in the big dog area. My big dog LOVES to chase the little dogs around and eat them! It's like he thinks they are squirrels. My question is who's at fault if my dog eats the little dog? :)
