No, skills assessment is not needed for an RSMS visa. The RSMS visa is the only one that has no list of eligible occupations. Provided you have at least diploma level qualifications in an occupation that needs an employee with those qualifications, sponsorship by an eligible sponsor and your nomination has been approved by a Regional Certifying Body, you can apply for a visa.
