Is SEM Adhesion Promoter necessary for painting a bumper?

On paintscratch.com, they say you should apply SEM Adhesion Promoter before you apply the primer. I only found this expressed on their site however.

My question-

I am buying an aftermarket front bumper for my audi a4. I am not sure yet whether it is going to be already primed or not.

So-

If it is primed... then SEM Adhesion Promoter would either already be applied... or not applied at all. If it is not applied is it ok to just paint the base coat and clear finish?

If it is not primed yet... is it a good idea or necessary to use SEM Adhesion Promoter?

Any answers to any questions i asked would be helpful.
