Is Rogers really lowering the bandwidth cap?

My friend had told me about it, and recently I'm starting to notice an notice in the time it takes to load up pages, now I may be just paranoid, but it seems have slown down quite a lot. So are they really lowering the bandwidth cap, and how do I check the new one?
