Is riding the bike for10 min, resting for 30 minutes, then riding again for 10min...

...count as 20mins of exercise? which part of my legs will it tone? thighs? lower legs? calves?
i want to get my 20-30 min of exercise a day by biking...if that is possible, or do i have to run? (i can't go to the gym any more :( )
