Is public education bad?

Ok. I am Dominican. The Domincan Republic is a little country in the caribbean(for those who don't know, to the left of Puerto Rico). I am currently attending St.George School, the only IB (International Baccaulereate) school in the caribbean, which is somethnig i take pride in. I am having a hard choice chosing my career for college (even though I'm in the 10th grade, I like to be prepared.), but I'm having even more trouble with finding the right college for me. I'm planning on studying in the US, and I can't find any unversity I like (NYU, Stanford, Chicago, etc.) that has a moderate tuition fee. It is just too expensive, so I am considering applying for one of the cheaper state schools. Those are not exactly public , but in comparison to other private schools its relatively cheap. I talked to my brother about it, he said the education at state schools are just like here, and that is mediocre, at best. So my question is: are state universities really that bad, or is my brother exaggerating. Also please tell me some state universities with a decent department in psychology. Thanks in advance.
