Is pre-kindergarden usually for only lower income children? What about in Colorado?

Does anyone know how the pre k in Colorado works? Is it half a day? Buses available? For certain kids or all kids?

My child will be 5 in November.
 
Not sure about how Colorado works but here in Florida, they recommend at least a year of PreK. It helps get them ready for school: the mentality, the idea, and gets them jump started on reading, writing, etc. I have NEVER heard of PreK being only for low income. Here, they have great PreK schools that even I can't afford (we are middle/high class)! I suggest doing some research and doing some unannounced visits.
