...should have sufficient? proficiency in language in which one is writing his/her poetry,otherwise it makes mess of whatever you are trying to express.
I think people can deliver their message and express themselves in a much better manner if they concentrate on writing in their mother tongue rather than attempt to write in a language in which they are not so good .
they can argue that they are trying to improve their writing skills in language that they are not familiar with,but for me first requisite is learning to express myself properly (using correct grammar ,spelling etc) in language which I wish to write,otherwise you just end up making mess of whatever you are trying to say.
bottom line is first learn the language either through books,online or real world classes and then try hand at complex art such as poetry writing ,till then I think a person should keep on writing in his native tongue .
