Is open enrollment, for health insurance. required by law?

I am on my company's health plan as single, My wife has insurance on her plan as family. (We have 2 kids). Her company says that I can't get onto the plan unless I have a Qualifying event. She asked about open enrollment and was told that they don't have open enrollment, Isn't it required by law?
