Is Obama in any position to dictate a tax cut for the Rich?

While he said he has kept his promise, that will be hard to believe by most Democrats. I do not think Congress will do as he says on this. Do you you think he should have announced he had a deal without first telling the Democrats??

He said it is his job to do what is best for the economy but I can't see borrowing billions from China to give the Rich a tax break do you?
