Is Nokia 5230 modem and USB data card modem speed will same in 3g?

Hello

I want to know i have Nokia 5230 and it supports download speed up to 3.6 Mbps.

I am using BSNL 3G into this phone and getting 768 Kbps download.
Why this speed is very slow? My phone supports 3.6 Mbps buy why i am getting only 768 Kbps?
Do i need to buy an USB modem or data card with speed up to 7.2 Mbps?
Is there any difference between Nokia phone modem speed and USB modem speed?

Please explain me.
