is my rear bicycle rim out of true?

The rear rim on my Bicycle has a bad tendency to grind up against the frame when I have to pedal harder than usual, this usually happens on hills. it happens on the side opposite the freewheel, Is my rear rim out of true?

Align the rear wheel and make sure the axle bolts are on tightly.
