Is my hopes and dreams of ever learning German--quickly fading in the wind?

I am already 19 years old. Is it already too late?

They say talent has a lot to do with it. I don't consider myself very talented when it comes to learning languages or arts for that matter but I'm willing to put the time and effort to learn. I am in a community college right now (1st year.) I have a part-time job and also learning piano.

Most answers say it depends on whether you can . There is a non-profit organization (GOETHE institut) that costs $450 a semester once a week for 4 hrs. The materials include CD's, workbooks, glossary, and books in Hueber's Schritte.

I know it also depends on why I want to learn. I don't wanna just learn to learn or impress people, I just want a pastime and to be able to speak two languages fluently along with Chinese with around the same difficulty.

So my question is how long will it take? How will I do it? (I've been self learning German for 6 months) and how much will I pay to learn "good German?"

Danke.
