Is my hair too dark to dye blonde, or optionally bleach?

Alright, so, i started dying my hair when I was 12. I'm currently 15, and i couldn't tell you how many times i've dyed my hair.
At first it started out with highlights in my natural color [light/medium brown], then i learned that one kit of black hair dye would NOT dye hair as thick as mine. I gave up and continued highlighting it. I started dying my hair frequently when i was almost 14. I started with black, and every time my roots grew in, i dyed it again, instead of using another product. Anyway, long story short, i've dyed my hair black a lot, put a lot of blonde in it, had it red once, had it dyed pink AND black for over 4 months straight, then dyed it black again. Then, after i stripped the black out AGAIN, with a home kit, i dyed it brown. I thought it was around my natural shade, but it turned out to be nearly black.
And now, it's been months since i've so much as TOUCHED my hair, and that brown still won't come out. My roots are growing back to be an ash color.

Apparently, the brown is stuck in my hair permanently and it'll have to grow out. I'll say now that before i had any idea what product to use, i used Loreal. But now i always use Revlon ColorSilk, which is about $4 anywhere and it works WONDERFULLY.
I'd really like to get my hair bleached and my brows lightened now, and i just wanted to know if it can be done.
And if it can, can i do it myself?

I'm prepared to bleach my hair as many as four times, but i want my hair to turn out a Beach Blonde color, with a bit of a golden tint. Is it do-able?
