The New fish guy

I plan on buying a 10 gallon fish tank, and i was wondering if having 5 neon tetra's, a rainbow shark, (maybe my crown-tail) and a sucker fish is a good idea. I've done my homework, and know the rainbow shark is a bottom dweller, and I plan to make him a PVC cave to claim as his own. but I also know that they get up to like 5 inches long. following the 1:1 inches to gallon ratio as a guide line, it seems like an okay setting, but I would just like someone Else's experience to help me from meeting a messy end.
would 5 neon tetra's be too much, just right, or could I even put in a few more safely.
I know I am pushing it with this part, not only are their aggressive, but this would make the 4th species in my tank, my male crown-tail Betta. He is my first, and only fish at the moment, and my inspiration to get the 10 gal. in the first place. So I was wondering if he could fit in with the community. I really wanted a rainbow shark, and my Betta minimum, but the more I think about it, the more it looks like its one or the other.
finally. What species of "sucker" fish would you recommend? I've always called them that, not sure what the technical term for 'em is but one of those catfish looking ones that helps keep my tank looking "pretty".
