Is my fish dying? How is it possible?

I got a fish a little less than a month ago and well, right when I put him in the new fish tank I got he had a little trouble swimming. I thought he was going to die right away. He's just a little fancy goldfish. After a few days, he seemed to be fine. He was swimming normally and it seemed to me that he was just have trouble swimming for some reason. This morning I check on him and he's floating to the top again, like he was when I got him but now it's worse. His body is like forcing him to float, and it looks like he's actually dead. But, he's twitching and breathing, and swimming a little bit on his own but then floating back up to the top on his side.

Is my fish dying? And if so, do you think he's suffering? I'd hate to just kill him, but I don't want him suffering.
 
i believe so.

how big is the tank? do you have an air filter?

try adding MELAFIX to the tank and see if that helps.
