Is My Employer Breaking The Law?

I am a server in NYC, earning tips and minimum wage, around $60000 a year. My employer would like to dock my pay for breaking a screen accidentally for $544. The screen was not properly secured and had fallen because of customers and other employees brushing against its stand many times before, but never broken. Also he wants to dock it from my paycheck before taxes are applied. Is this legal? NYC
Should I ask for proof of some kind that I paid for this? What is the proper action I should follow?
