Is my brother in law (he's a vet) ripping us off with dog?

Our german shepherd (he's 1) has hip dysplasia and needs surgery.Fortunately we have a vet in our family,my sister's husband.He said if I pay for the artificial hip and the equipment then he will due the surgery for free.Now he's telling me that the 'hip' cost like $400 and the other supplies wit be another $100.So he wants $500 before he operates.We told him to forget it and we'd go to someone else who can do it cheaper.So far most places want several thousand for a hip replacement!!! Is that right??

secondly, learn from this experience and DO NOT BUY puppymill/BYB dogs,, as you are learning,,,,,, it is heartbreaking
 
Yes it's right. Animal surgery is expensive. Watch Emergency Vets on Animal planet. You're lucky your BIL will do it for that cheap.
