Is my betta fish sick?

We just bought our daughter a betta fish. This is our first time being fish owners so we are new at this. We bought a starter betta kit, and yes the tank is relativley small, .5 or 1 gallon I think, however, he is a pretty small betta at the moment so I think he is young, and will do fine in the smaller tank untill he grows a bit. We just bought his yesterday, and of both times I have attempted to feed him, he hasnt eaten a bit, at least not that I have seen. Plus, he pretty much stays at the top of the tank, and just chills there still as could be. Occasionally I will see him do what looks like grabbing oxygen from the top of the water or something. And his fins are pretty close together too, I thought that was because he may be young, but I have read on the net that it could be a sign of sickness. Like I said, new fish owner so not sure what to expect. So, does he sound sick? Or is he just acting normal considering we just brought him home and new enviroment and all?
