Is my baby just testing her voice?

My 10 week old girl has started shouting and making high pitched exited sounds. She is not crying or in pain, but gets very loud! She seems to shout and 'talk' to the toys hanging off her play gym. I've read that babies shout, but from about 4 months old. Do I just have a talkative girl?
 
my lil one who is 8 weeks has been doing the same thing. She will 'talk' to the cat all the time, and also in the middle of the night she will wake up and just talk herself back to sleep. Her isn't shouting or high pitched though hers is more like jabbering to herself.
