Is my Alltel phone roaming, Help please?

Okay, I just got switched from Verizon to Alltel. I got the Freeform. However, I live up in Ohio, and i'm in North Carolina this weekend, The flashing R in the top left corner is blinking all the time. I've read that Alltel wont charge you if it's just blinking, if it's solid it will charge you. i really do not understand. HELP?
