Is my 10 gallon tank almost cycled?

I've had my 10 gallon aquarium running for about 2 and a half weeks now. It has 1 pearl danio (there was 2 but one jumped out) in it and I've done one 25% water change about a week ago. I finally got a test kit today and tested the water for ammonia, nitrites, and nitrates. Everything came out at about 0. Does this mean that it's almost done cycling? Should I do a 10 or 25% water change tonight? I want to add my betta to it now also. Would that be alright?

Also-
My tank does have a hood, a filter, and a heater. And I did cover up the spot in the back (where the filter is) where my danio jumped out.
There aren't any pet stores within 50 miles of where I live.
It does have a hood and light. Didn't I already state that? And I read on here that I needed to add 2 danios to a 10 gallon tank in order to cycle it.
