Well it is both. Of course access to information will organize a society. What is known and how much of it is accessible depends on the source outputting said information. What media access does is eradicate the middle class and polarize the masses into two great camps: those with access to media and those with no access.
You should pick up some Marx or Walter Benjamin. The question is really a question of methods of production.
