Is Master's of Arts enough to be an Economist, or I need to get PhD?

Is Master's of Arts in Economics enough to get all benefits such as a good salary and job, or I need to get PhD in Economics? I mean do all good Economists have PhD? With a work experience as an Economist, does it matter if you have Master's of Arts or PhD in terms of salary? Thank you.
