Is limewire shut down?

i just got a cellphone. and i really want to download music on it. but i heard limewire is shut down. i also heard limewire has tons of viruses. but i heard frostwire is safe and you can download music for free. i dont wanna go to jail or anything. but is it ok if i download music from frostwire? or should i just buy it frmo itunes? are the music in itunes over priced? im only 13 and this is my first time getting a cellphone
