Is light a good enough source of heat for a fish tank?

If I have a 10 gallon fish tank that I want to put some freshwater fish/frogs/shrimp in, will i have to purchase a heater?
Or can I use a light as the source of heat?
What is the cheapest heating source? I've seen something called a heating pad?
Does anybody have any advice for me?

Also, in a 10 gallon tank, will my goldfish be fine without a heater? Since they dont have one in their current tank? (I'm just thinking about when they outgrow it)
10 gallons too small for a goldfish? they are only 1.5 inches long...?
and the petco lady set me up with a 3 gallon tank and 2 fancy tailed goldfish...haha but from what ive read they'll outgrow that!
