Is Jeep's "Employee Pricing" price the bottom line, or is there room for negotiation?

I'm looking at buying a Jeep Wrangler Unlimited X. The dealer is saying that the price after incentives and Employee Pricing is the lowest he can possibly sell the car for. He said that when they added the Employee Pricing in, it took any "wiggle room" out of the price of a new car. Is this true or is this guy lying?
 
Very credible statement. I can only vouch for Ford's programs but I suspect all are very similar. All dealerships pay the same amount for a vehicle from the factory (invoice). Employee pricing is typically at or below invoice. The factory reimburses the dealership for the difference; otherwise the dealer is losing money & that doesn't make good business sense.

Now, if you were buying 100+ vehicles, the dealership might entertain some flexibility...but that's not the issue, is it?
