Is it weird for your manager to ask you out to talk about business at a restaurant?

I think it's super wierd!!! He has a wife. I'm just in high school. I'm going to tell him I'm not going to go, but I'm sure that lots of people talk business during dinners.
I make websites and he wanted to talk to me about photo infringement during this dinner. But I actually have a huge novel study project that's due and I can't make it...
