Is it weird for a girl to ask a guy out? If not, how do I ask him out?

I hav a friend who I like and he didn't exactly ask me out, he asked me if I wanted him to ask me out, but since I didn't like him yet I said no. Then I tried asking him out, but I was too scared. So now, I want to ask him out.
