Absolutely. There are ugly people in the world, and film/photos won't magically enhance their appearance.

Sure, but it depends upon a number of factors.
* A good make up artist (MUA) can make you as ugly as necessary.
* Special effects people are really the best at this.
* Of course you need a good photographer that can follow the instructions of the art director
* And then using special lighting and maybe a really grainy film can add the final touches.
