Is it true that the dealership is required to put seat belts in my jeep?

I just recently bought a used jeep and it had no seat belts in the back seat. I was told that if I take it to the dealership that they are required by law to put in seat belts for free. Is this true?
Rear seatbelts were standard on this and they were removed by the previous owner
 
Seat belts are required to be in the vehicle. but the dealer probably will not put them in free, because they were there from the factory and removed by the previous owner, unless you bought the vehicle from the dealer, because they should have installed them before you picked the vehicle up, unless you bought the car as is with no safety inspection.
 
If the rear belts were removed by a previous owner, I am not sure the dealership is responsible for putting new ones in, especially if you purchased it that way, and didn't mention it before driving away with it. Since you do not need rear belts to drive the vehicle, I think it may be your responsibility, or just not allow passengers in those seats.
However, to be sure, you should be contacting whatever authority is responsible for vehicle standards and inspections in your state or province. They will tell you for sure.
 
Yes, the law is basically there needs to be a seatbelt for every potential seat in a car.
