Is it true that scientist have recently developed a real life Cloaking device?

I saw an article stub on CNN's website that mentioned something about a real life cloaking device being invented by some research scientist.

My guess is that it would work by bending light in way that would trick our eyes into thinking something was invisible when its not.
 
This is in regards to something that can cloak when vision is in the microwaves (which are the same as visible light, but much lower frequency).

Theoretically, with much refinement, it could be modified to work all the way up to high enough frequency to work on visible light as well, then it would be a real cloaking device.

So the short answer is it's still theoretical, but a potential step has been made.
