Is it true that Ohio State is required by law to admit every student who applies there?

If this is true, and you are an out-of-state student (Texas), is it possible to go to Columbus State, live in Ohio for the required time to be considered an in-state student, and (theoretically) get accepted to OSU????
 
of course they don't have to admit everyone that applies there.

but yes, you could do that.
