Is it true that in bucks county PA when children & youth are involved, the court

cant grant custody? Children and youth are involved in my fiancee's son life. They have been involved off and on since the child has been born. He is 5. Children and youth just removed him from the house cause of safety reasons. We were granted temporary custody until children and youth lifted the temporary custody and the child is now allowed back at the house. The next day my fiancee had a custody hearing since he filed for custody. Since he already had temporary custody the court couldnt do anything. Now the court is saying that since Children and youth are still involved in the situation no custody can be granted until children and youth are not involved. Is this true? Since there is no custody at this point does he have to return the child? Please help me!!!!!
