...state university? Ok, please don't tell me that "UC's are state universities." I just don't know how else to call them... can you tell me?

So i heard that if my FAFSA shows me in heavy financial aid, then it would cost me the same amount of money to go to a UC as to attend a state university (which original tuition cost is about half of UC's price.) is this true?
