Is it the fuel pump?

I have a tl1000r(2000).I was riding and the engine just cut out.It sputtered slightly before that happend.I tried to start it back up, but it wouldnt turn over.I jumped started it for a block and it cut out again.Is this the fuel pump or fuel filter?

If it wouldn't turn over, it's neither and an electrical problem. If you meant it wouldn't "fire", that's another issue. It's unlikely that a fuel filter would cause such a quick end to combustion. You'd have been able to restart and idle, I'd think.
 
If you're sure it has fuel in the tank, turn the key to on and listen for the pump to run for a few seconds. Also, check the connections at the battery.
