Yes, it is safe as long as..... the water is yours, not public and chlorinized to the right levels(bacteria free) although be warned that you could get a nasty uti if bacteria is present in the water. other wise be safe and have fun!

water will only make the condom dry and as its rubbing it will get more friction and most likely cause it to break so no its not really safe.

It would make the condom more likely to tear. Water doesn't make a very good lubricant.

it won't hurt you. but there could be germs and bacteria in spas and pools so you need to be careful about that.
