is it safe for a 14 year old to ride a pocket bike?

i am wondering whether or not to let my 14 year old son buy a pocket bike, hes pretty mature and he wants to buy the cagllari pocket bike (which isnt very fast only goes to about 33 mph) and a motorcycle helmet. we live in cali so theres a lot of open space. should i let him?
 
i say buy him 1 my dad bought me 1 when i was 14 and it was the best thing ever i love my dad to this day for it haha and its pretty hard belive it or not to hurt yerself on 1 ive crashed at top speed on 1 b4 wearing a shirt n shorts thats it n got a tiny scrape thats it its so low to the ground its hard to get hurt
