Is it right to stick you're Wheelie Bin in front of you're neighbours garden?

Our neighbours aren't exactly neighbours from hell, but I've never really talked to them, just said "hi" and such, they come across as odd but ignorant. We live in this cul-de-sac, and everybody puts out their wheelie bin in front of their own garden except from this lot. It's irritated especially my mum, as she usually takes our bin out.

Our neighbours have been doing for years, and have stuck their bin in front of the middle of our garden. They're obsessed with their motors, so it seems, as they have one motor parked in front of their garden (their driveway is crammed with motors), and so it seems, they fear the bin is going to hit their own car. Ok. We've pushed the bin usually 3/4 up our garden to try discourage them, but they'll put the bin right next to ours, and they might dump other bags in front as well. We think they could easily out their own bags by their own driveway, at the other side of their garden. Their is a neighbour in the same street, with a motor much larger than his (it's huge honestly), but they don't dump their bins at another garden, they put their's next to their own driveway.

And you know what? Recently they had their car down a bit more, so there was no more space to put their bin by our bin, without within hitting distance of their car. Not only that they dumped 2 other rubbish bags in fron of our garden. They showed their true colours this time, as there was PLENTY of space to put at the other side, by their driveway. This just seems they're doing it for badness, and just don;t want their own rubbish sitting outside their own window.

So tell me, is this the right way to place your wheelie bin?
