Is it possible to use regular rubber-cement to work on inner-tube bicycle tire?

It should work fine. take a piece of sandpaper and lightly sand the area around the puncture, apply the adhesive to the patch and place it over the hole. I always put a thin bead around the patch after it's applied. Allow the patch to set and then pump it up to make sure it will hold. deflate it, put it on the rim, replace the tire, inflate it, and hit the road.
 
rubber cement is so out dated. I use this : http://www.performancebike.com/bikes/Product_10052_10551_1035408_-1_400055_400013_400234 or this one : http://www.performancebike.com/bikes/Product_10052_10551_1035355_-1_44000_20000_44504 and it works just as good and saves the mess and time too.
