Is it possible to remove flames from my car without re-painting it?

My dad is going through a mid-life crisis (AGAIN!) and he decided he would take my Lancer and have GREEN FLAMES painted all up and down the hood and sides of the body.

It looks ridiculous and, even though I'm trying to nice, I'm very pissed at him for it. I haven't talked to any body shops about it yet, but do you know if its possible to have the flames painted-over or removed somehow?

Highly unlikely.
It depends on what kind of paint was used and whether or not the area was sanded or simply washed with a solvent.
Obviously, it can be repainted, and trying to remove the flames may well lead to a repaint for satisfactory results.
