Is it possible to put tires on a car without having the axles in?

I have two cars that need moving, they're basically junkers and have the front wheels/ axles taken out already. I was just wondering if it's at all possible to put tires on the cars without putting the axles in first, and would the wheels still roll without the axles? I basically just need to move them about 100 feet from where they're sitting now.
