Is it possible to have a contract bounded mobile phone shipped abroad?

Is it possible to have a contract bounded mobile phone (ex. Verizon) shipped abroad or are contracts exclusive to the country of origin? I would like to purchase a Verizon Samsung Omnia 2, which seems to be cheaper if affiliated with a service provider, then unlock it myself (read it's legal). Verizon isn't available in my country so it's ok if the sim gets blocked or something. Thanks a lot
