Is it possible to get in-state tuition when you're an out-of-state student?

Please let me know what disqualifies a person from being considered to be an in-state resident for tuition purposes.
My dad passed away so we're just receiving a pension from the military and my mom is currently unemployed. That said, would having a joint account with my mom disqualify me from being considered for in state tuition?
Aside from that, would also receiving aid from my dad's Post 9/11 GI BILL make me dependent on my dad who passed away? He passed away in CA.

And also, could someone PLEASE confirm whether or not one can obtain in state tuition for residency purposes? Specifically in state tuition for the University of Central Florida?
