Is it possible to get a job on a Army base, if you have been a SPC-4 for 8 years?

I been in the Army for 8 years, and I am getting out. I would like to work on a military installation. But, I am currently a E4 (SPC). Been this long due to points being maxed. Would this hinder my chances at working on post?

Time and grade if your going to to the same stay in the Army in 12 years you get a retirement.
