yes its possible create an account in itunes store by following these steps:-
1) go to itunes store then choose your country and the scroll down to free apps/games section and select any app you want but from free ones only
2) when the app you have chosen will be opened click on get app then it will say you to sign-in with existing account or create a new account
3) if you don't have one then simply create on by filling your info and then in the credit card section choose NONE and fill others fields by yourself
4) but you have to enter a correct email id so later on a confirmation will be sent to that account and you will have to verify it.
5)sign in with writing the correct email id type your pass and start buying the free apps
