Typically when one upgrades from an old to a new device, one syncs the new device with the old data. The Shortcuts, normally then get transferred to the new device. Assuming, this did not happen...
I seam to recall reading that it is possible to install additional shortcut files, though I have not actually attempted to do this. On a box where the old device was synced; off of the palm directory (typically C:\Palm or C:\Program Files\Palm) is a user directory for each device (typically a shortened version of the hotsync ID. Example: A device called "John Smith" might have a user directory of "SmithJ"). Inside the user directory are several directories (Examples: address, backup, datebook, expense, memopad). Inside the backup directory there will be many PRC and PDB files. One (or more) of these files will be called Graffiti_ShortCuts.PRC (with optional extra underscores). If you install these files onto the new device, this should transfer your old shortcuts to the new device.
Since I am not completely sure that this will work, one should probably first backup the Graffiti_ShortCuts.PRC files from the backup directory of the new device before doing the above.
