Is It Possible For a Wireless Connection to Reach a device without a reciever?

Um... I guess technically it can reach it... but the device won't be able to detect, use, or otherwise see the "connection".

Basically you are correct. A device needs a receiver (either built in, or external) to use a wireless connection (network, bluetooth, infrared, etc.)
 
Well my dad is wondering this, and I already know the answer, he just won't believe me. So I am asking for an answer from someone who knows this.
