Long enough to adaptionate it's acquired mammal body back to the sea, as a porpoise. Then it can eat fish, instead of being called one.

I assume you are aware that evolution is the genetic way of an organism adapting to its environment.

Fish seem pretty well adapted to water. How would having stumps (the beginning of legs) or leg-like fins help any given species survive in a changing environment?

They only adaptionate when subjected to environmental pressure, so you probably need to take it out of its bowl and throw it on the floor.
